Snow Valley's french fry project in Kazakhstan has moved a step forward: on 30 September a private company called SnowValley Food Kazakhstan Group Holdings Ltd. was registered at the Astana International Financial Centre (AIFC). It ties back to the potato deep-processing memorandum Snow Valley signed with the Pavlodar regional government in April, a project estimated at 100 to 200 million US dollars. The plant site, construction start and launch date have not been announced.
What the new company is
According to the public register of the AIFC's Astana Financial Services Authority (AFSA), the company is listed as active, with a registration date of 30 September 2026 and a registered address in Astana's Nura district. Its stated business covers two areas: holding and managing stakes in subsidiaries and collecting dividends, and primary processing, canning and preservation of potatoes. In other words, it can serve both as a holding vehicle and as an operating processor. Kursiv first reported the registration on 5 October and linked it to the Pavlodar project.
What the April memorandum says
As reported by Kapital.kz and ERTIS TV, citing the Pavlodar regional akimat, the memorandum was signed by regional governor Asain Baikhanov and Snow Valley chairman Wang Dengshe. The parties plan a potato deep-processing complex with capacity of 100,000 to 200,000 tonnes a year, focused on quick-frozen french fries. The plan also includes a potato breeding and seed research centre, processing of rotation crops, and warehousing, logistics and sales infrastructure. The investment is still given only as a 100–200 million dollar range.
Snow Valley Agricultural Group was founded in 2007 in Zhangjiakou, Hebei province, and runs a full potato chain from virus-free seed potatoes and farming to processing. Kursiv reports it processes up to 800,000 tonnes of raw material a year.

Why Pavlodar
Pavlodar region lies along the Irtysh river, has good irrigation conditions and is an agricultural and industrial region in northern Kazakhstan. In April the akimat said it wants to close a gap in local farm-produce processing capacity and build a full chain from breeding to sales. For Snow Valley, growing seed and processing in one region keeps raw material close to the plant.
What it means for Chinese businesses
Moving from a memorandum to an AIFC holding company usually signals preparation for implementation, but construction is still some way off. A memorandum is not binding like an investment contract: land, equipment imports and hiring all have to be handled separately. Suppliers of farm machinery, cold storage, packaging and quick-freezing equipment may want to follow further announcements from the Pavlodar akimat and Kazakh Invest.
The AIFC choice has practical logic. The centre runs a separate legal system based on English common law, with its own court and international arbitration centre, and many foreign companies place regional holdings there. Whether a separate operating company will be set up for the plant, and where, Snow Valley has not disclosed.
