For Chinese companies shipping oil and gas pipes and industrial valves to Kazakhstan, three EAEU decisions this autumn change both pricing and customs costs: the anti-dumping duty on seamless oil country tubular goods has been extended for another five years, the duty on stainless steel welded pipes also runs to 2031, and Neway Valve (Suzhou) has lost its price undertakings and will pay the duty directly from 30 October.
Kazakhstan is a member of the Eurasian Economic Union. The union's anti-dumping measures are decided by the Eurasian Economic Commission (EEC) and apply to goods entering the EAEU customs territory, Kazakhstan included.
Seamless oil and gas well pipes: extended to 5 October 2031
On 6 October the EEC said its Board had extended the anti-dumping duty on Chinese-origin seamless steel pipes used for drilling and operating oil and gas wells until 5 October 2031 inclusive.
The measure was introduced by EEC Board Decision No. 101 of 18 August 2015 as a combination of an anti-dumping duty and price undertakings. The rate is 12.23% to 31.00% of customs value, depending on the producer. Ahead of expiry, the EEC Department for Internal Market Protection opened an expiry review on 22 December 2025; the measure stayed in force during the review, and the extension is its outcome.
The review was requested by six Russian pipe makers: Chelyabinsk Pipe Rolling Plant, Pervouralsk New Pipe Plant, Volzhsky Pipe Plant, Seversky Pipe Plant, Taganrog Metallurgical Plant and Sinara Pipe Plant. Vyksa Steel Works backed the request, as did two Kazakh companies, QazExpoCentre-Pipe LLP and KSP Steel LLP.
Rossiyskaya Gazeta gave the end date as 6 October 2031; this article follows the EEC wording, "until 5 October 2031 inclusive".
Stainless steel welded pipes: extended in September
On 8 September the EEC extended the anti-dumping duty on Chinese welded pipes, tubes and hollow profiles of corrosion-resistant (stainless) steel until 7 September 2031 inclusive. The measure dates from Decision No. 12 of 9 February 2021, with producer-specific rates of 14.62% to 17.28%. The expiry review was opened on 13 November 2025 at the request of Russian producers.

On 29 September the EEC Board terminated the price undertakings of Neway Valve (Suzhou) Co., Ltd under the anti-dumping measure on steel wedge gate valves. The undertakings had allowed the company to ship at no less than an agreed price without paying the duty. All of its wedge gate valves will now be subject to its individual rate of 25.57%.
The measure on Chinese wedge gate valves rests on Decision No. 197 of 20 December 2022, with rates of 25.57% to 36.23%, and covers valves with a nominal diameter of 50 to 1,000 mm and nominal pressure of 16 to 250 kgf/cm². The new Decision No. 125 enters into force 30 calendar days after official publication; ppt.ru and the Garant legal database give the date as 30 October 2026. Paragraphs 2 to 4 of Decision No. 197 and its Annex 2 are repealed, which means a producer's certificate no longer exempts goods from the duty.
What it means for Chinese companies and exporters
First, check your own rate. All three measures set rates by producer: for seamless pipes the gap between the lowest and highest rate is almost 19 percentage points, and for valves it is more than 10. Producer lists and rates are in the annexes to the decisions on the EAEU legal portal (docs.eaeunion.org).
Second, build the duty into landed cost. An anti-dumping duty is a special trade remedy paid by the importer on top of ordinary customs payments. The delivery terms in the contract determine who ultimately bears it.
Third, valve orders should watch the 30 October date. Which rules apply to goods declared before and after that date is best confirmed early with the Kazakh importer and customs broker.
Fourth, procurement for oil and gas projects should be planned on a five-year horizon. Two Kazakh pipe makers supported the extension, and Chinese suppliers bidding in Kazakh tenders need to factor the duty into their pricing.

The EEC announcement on seamless pipes does not give the number of the new decision or updated producer-specific rates. This article will be updated once the full text is published.

FAQ
What measures affect Kazakhstan's imports of steel pipes and valves from China?
The Eurasian Economic Commission imposed separate measures on seamless steel pipes for oil and gas wells and stainless steel welded pipes originating in China, as well as on steel wedge gate valves produced by Neway Valve (Suzhou). The aforementioned anti-dumping measures also apply at the import stage in Kazakhstan.
What are the durations and rates of the anti-dumping duties on the two types of steel pipes?
The anti-dumping duty on seamless steel pipes for oil and gas wells was extended until October 5, 2031, while the duty on stainless steel welded pipes was extended until September 7, 2031. Both are imposed on the basis of customs value, at rates ranging from 12.23% to 31.00% and 14.62% to 17.28%, respectively.
Why does the price undertaking of Neway Valve (Suzhou) affect orders from Kazakhstan?
The price undertaking was terminated on September 29, and the relevant steel wedge gate valves have been subject to a 25.57% anti-dumping duty since October 30. Quotations and customs clearance costs for orders from Kazakhstan must be recalculated.
Who pays the anti-dumping duty, and how does it affect quotations?
The anti-dumping duty is paid by the importer when filing the customs declaration and is levied in addition to ordinary import duties and VAT. Who ultimately bears the cost depends on the trade terms adopted in the contract.
What information should Chinese exporters verify?
The applicable producer-specific duty rate should first be confirmed in the annexes to the relevant decisions, and the anti-dumping duty should be included in landed costs. For valve orders, the applicable rules before and after the effective date should also be verified with the Kazakh importer and customs broker.
