Kazakhstan moves to allow bitumen exports outside the EAEU: Energy Ministry draft open for comment until Nov 4, with 1.6m t capacity against 1.1m t demand
On October 19 Kazakhstan's Energy Ministry put up for public comment, until November 4, a draft order removing petroleum bitumen (code 2713 20 000 0) from the ban on exports outside the EAEU customs territory. The current Order No. 175-n/k bans such exports from July 1 to December 31, 2026; shipments to EAEU members are allowed. The ministry cites seasonal demand, idle capacity and refinery loading. Four plants can make about 1.6 million tonnes a year against 2026 demand of about 1.1 million. Caspi Bitum, a 50/50 KMG-CITIC venture in Aktau, now has 750,000 tonnes of bitumen capacity.

Kazakhstan’s new Tax Code at nine months: KZT 19.3 trillion collected, VAT up 37.3%, and the simplified-regime deduction ban stays for at least 18 months
On October 13 Deputy PM Serik Zhumangarin said Kazakhstan will keep the Tax Code’s regime split, with B2B on the general regime and B2C on special regimes, and will not lift the ban on deducting costs paid to simplified-declaration suppliers (Article 286, subparagraph 16); the code needs at least another 18 months. Nine-month tax receipts reached KZT 19.3 trillion, up 18.2%, with VAT up 37.3%. He said the reform has yielded KZT 3 trillion, expects at least KZT 3.6 trillion for the year, and said about 37,000 more companies are now VAT-registered. Atameken’s 8% B2B rate idea is on hold.
